Referring to your letter of the 18th Dec. 82.19178196

I have the honour to transmit to you, for the information of the Secretary

of State, a copy of the Agreement into which we have entered on behalf of

the Government of Hong Kong with M. John Gowanlock on his appointment as

overseer in the Public Works Dept.

A passage has been provided for Mr. Gowanlock in the steamship Valetta

in London, to leave on the 20th instant for that Colony.

A copy of the Agreement has been forwarded to the Colonial Government.

The Under Secretary of State for the Colonies.
